Elaine H. Black

Liberty City Trust President


Ms. Black has been an advocate for community and economic development since the early 1970 when she served as President of the Ad-Hoc Committee for Logan in Philadelphia, Pa, which advocated the creation of the Community Reinvestment Act (CRA) because banks were not investing in urban neighborhoods. She serviced on the first Federal Reserve Bank Board for CRA in Philadelphia.

She has held a number of positions in banking, government—including serving as the Deputy Director of Commerce for the City of Philadelphia and Executive Director for Tools for Change in Miami.

As President of the Liberty City Trust her responsibility is the development of the Liberty City Community focusing on improving the quality of life residents thru housing and jobs.

She is currently the Chairperson of the Board of Directors of the Miami Children Initiatives (MCI), Secretary of the Gwen Cherry Park Foundation, Secretary of the Florida Minority Community Reinvestment Coalition (FMCRC), on the Boards of South Florida All Stars (SFAS); I have a Dream Foundation, South Florida Community Development Coalition (SFCDC) and South Florida Realtist Women Council.

She is a graduate of Virginia Commonwealth University in Richmond, Virginia she has studied at Temple University, University of Pennsylvania, Florida International University and in 2012 she received a Certification in Community Real Estate Development from University of South Florida.

Our Board of Directors


The Liberty City Trust Board of Directors is governed by five (5) members, consisting of four (4) members appointed by the District Five Commissioner and one member appointed by the City of Miami Mayor.  Each member represents designated interests in the Liberty City community whose participation on the Board makes key decisions on issues that would positively serve the community.
